Referring to Chinese lunar calendar, you will know when CNY is. It is Feb. 5 in 2019. Here let us "do the math". Workers will leave factories to home from Jan. 25, 2019. So it is better to get your shipment shipped out before Jan. 18, 2019 in case of congestion at a port and delay of departure date. That means the delivery date should be no later than Jan. 13, 2019.

All in all, it is better to place your open PO before Nov.13, 2019, considering the lead time you were told is 8 weeks.
